Certain products which have cryptographic functions (e.g. laptops, mobile phones, network routers, many types of software etc.) can be imported to the territory of Eurasian Economic Union (Russia, Belarus, Kazakhstan, Armenia and Kyrghyzstan) only if so-called Notification is registered for them.

What is Notification?

Notification (also known as FSS Notification) is a document which contains information about cryptographic functions of a product (e.g. authentication, Wi-Fi encryption etc).

The Notification should be filed by manufacturer and registered by security agency of EAEU member-state (in Russia — Federal Security Service, FSS).

Which particular products require Notification?

The products with cryptographic functions are listed in the Decision of the Board of the Eurasian Economic Commission No 30 of April 21, 2015 (Appendix 2, Paragraph 2.19). Regarding such products Russian importers and customs agents usually just say: “the product falls under 2.19 list”.

Here are the most common types of such products:

  • Laptops, barebones, computers (HS heading 8471);
  • Switches and routers (HS heading 8517);
  • Telephones (HS heading 8517);
  • Software (HS heading 8523);
  • Microchips (HS heading 8542);
  • Other electronic devices.

Individuals may carry their belongings (e.g. laptops, mobile phones and others listed in Annex 5 to the Regulation on Notification) without notification.

Who and how draws up Notification?

The Notification is to be executed and signed by manufacturer or any other company authorized by manufacturer to do this.

The Notification should list each cryptographic algorithm used by the product as well as respective key size and cryptographic protocol.

The signed Notification is to be submitted to the national security agency of one of EAEU member-countries. The security agency registers the Notification within 10 working days. After that the Notification is considered to be “ready to use”.

Who can use Notification?

Soon after the Notification is registered by the security agency (e.g. Federal Security Service of Russia) it is published on the official website of EAEU Commission. After that any company (or individual) can import the product to the EAEU.

It is sufficient to provide customs only with the Notification ID-number.
