GOST R Certificates and Declarations

According to the Eurasian Economic Union (EAEU) law all products manufactured in the EAEU or imported into its territory must pass the assessment of conformity of compliance with the requirements of the EAEU technical regulations.

However, technical regulations of the EAEU have not yet been developed for some groups of products. Therefore, conformity of such goods is confirmed within national certification systems of the Union member-states. In Russia, the GOST R system is used.

The GOST R system of certification implies two types of compliance documents: the GOST R Declaration of conformity and the GOST R Certificate of conformity (hereinafter — GOST R Declaration, GOST R Certificate).

The list of goods covered by the GOST R system is established by the Decree of the Government of the Russian Federation No. 982 dated December 1, 2009.

This list includes, for example:

• medical devices,
• lithium-ion batteries,
• high-voltage equipment,
• etc.

The list is relatively short, as most goods are now covered by the EAEU technical regulations.

Currently, the GOST R Declaration and the GOST R Certificate are issued quite rarely. In future, these documents will no longer be used and will be replaced by the EAEU documents of conformity.

GOST R Declaration and GOST R Certificate are valid only in the territory of the Russian Federation.

The certificate is issued on official forge-protected blank, signed by certification authority representatives and stamped.

GOST R Declaration

The declaration is issued on a blank A4 paper sheet, signed and stamped by the applicant and the certification authority representatives.

The above GOST R documents both confirm that the product meets the requirements of the standards included the GOST R system and have equal legal force.

Products for which the above documents have been issued, are marked with the RST mark (not EAC).

How to obtain GOST R document?

The manufacturer or their authorized representative should apply to the Certification authority. Only legal entities or private entrepreneurs resident in the Russian Federation may apply for GOST R document.

In addition, the applicant needs to provide evidentiary materials (documents and information) indicating the product's conformity to the requirements established for it.

Such evidence usually consists of test reports received in an accredited testing laboratory.
